EU Air Transport Liberalisation: Process, Impacts and Future Considerations This discussion paper provides an overview of the process and impacts of air transport liberalization in Europe. The overview takes into account the unique characteristics of the European air transport market and provides one of the first descriptive analyses of the longer term impacts of European Union liberalization.
Over the last 30 years, the European Union has created the world's largest and most successful example of regional market integration and liberalisation in air transport. The single EU aviation market has been developed through dramatic changes in the economic and regulatory landscape of air transport in Europe to the benefit of consumers and business.
The last one (in 1992) concerned the most important and delicate aspects: free access to intra-community routes to EU carriers, harmonisation of the rules for obtaining an operating license, and regulation on fares and pricing.
